DENISE SPENCE

Denise Spence is GAPS primary instructor. She also serves as a non-sworn member of the Central Bucks Regional Police Department, in Bucks County, PA, with 19 years' experience developing public safety initiatives, writing grants and managing projects. Denise has worked with the International Association of Chiefs of Police's on pilot projects including "Proactive Approaches to Domestic & Sexual Violence" which served as a model guide for other agencies.
Also serving as a Peer Reviewer for Federal and State agencies, Denise has reviewed hundreds of grant applications and recommended millions of dollars in awards for police departments, non-profit agencies, and school districts nationwide for public safety programs and innovative initiatives. This experience provides Denise a unique perspective from the funder’s view on what is required to win grants.
As an Officer of the Board for the CBR Police Foundation, a 501(c)3 charitable organization, Denise was integral to its formation and her efforts continue to result in financial support for various law enforcement programs.

Karen Edwards, Vice President: Karen's extensive background in court administration and victim advocacy is a significant asset to the organization. With over three decades of experience in managing court operations, she understands the intricacies of the judicial system with a solid comprehension of laws, regulations and procedures. Her dedication to law enforcement victim advocacy has been instrumental in bridging the gap between trauma and justice.
Jim Spence, Treasurer: Jim brings over 45 years financial expertise to the organization, offering valuable insights and strategic direction that facilitate informed financial decision-making, enhance resource allocation, mitigate risks and strengthen the overall financial well-being of the organization.
Todd Pliego, Secretary: Todd possesses more than ten years expertise in highway safety and traffic control systems, contributing significant knowledge to the field. His time with the Commonwealth of Pennsylvania has provided him with a solid comprehension of the intricate challenges associated with maintaining public safety on roadways.
Eugene Leffever: Gene brings more than 40 years of experience as a Facilities Manager within educational institutions, focusing on the development and management of safety and security programs. His extensive background in this field equips him with a deep understanding of the complexities and challenges that both school systems and law enforcement encounter in today's landscape.
